Selectmen’s Meeting Minutes
Thursday – February 17, 2005 – 5:45 pm
Present: Selectmen - Chairman, William Brooks; Selectman; George Rainier;
Selectman; Conrad B. Dumas had not arrived at 5:51

Recycling Bay – Recycling Bay update – Crotched Mtn. Rehabilitation Center made a very generous donation of $2,700.00 for insulation at the Recycling Center. A letter of appreciation will be sent to them. Selectmen Brooks directed Administrative Assistant to contact Builders Insulation and let them know the Board of Selectmen would like to contract them, utilizing the gift from Crotched Mtn. The Board further stated the central office should be the contact for Builders Insulation.
Selectman Rainer stated that according to Mr. Pelkey, electrician, Mark Swain did the inspection of electrical installation. He further stated Mr. Swain would send an instilation certificate of approval, which he signs off on. Upon receipt of the letter from Mr. Swain, Administrative Assistant is to contact Builders Insulation.

Town Report – Review & Approval. Selectmen approved the draft of the Town Report to go to print. A resident asked the Administrative Assistant if town reports could be mailed. Selectmen were not supportive of this, it is too expensive.
Mail – Review misc. incoming mail -
Meeting House – An inquiry to the Central Office regarding the installation of a pay phone or a direct phone line at the Meeting House. The concern was security. If approved, the Church indicated they would consider sharing the cost. Selectmen made no decision regarding this; they will discuss this at a later date.
The security system was activated when Selectman Rainier went to wind the clock. The alarm had been going off for 1-½ hours before Selectman Rainier had been notified of the activation. Administrative Assistant will contact Monadnock Security about this.
Budget – Upon closer review some figures were changed in the budget (to the better) if Selectmen utilize at least $100,000.00 of unreserved fund balance to offset the tax rate, the tax rate should be reduced. However, there are a variety of variables, which could change that figure.
Personnel Policies – Selectmen revised personnel policies to include the overtime policy and the exception to the policy. Selectmen directed Administrative Assistant to review the policies with Dept. Heads and will further ask Dept. Heads to provide copies to their employees for signing.
Week of Town Meeting - Administrative Assistant asked Selectmen if they were meeting the week of town meeting? Selectmen meet on Tuesday and Friday, therefore they elected to have checks ready for Tuesday to be signed at the polls. No meeting will be scheduled for March 10th. Selectman Brooks will be at the election in the morning; Selectman Rainier will be there in the afternoon; and Selectman Dumas will be available in evening.
Administrative Assistant was asked to confirm with Keith Pratt that he would be available for Town Meeting.
DSL – Selectmen discussed an e-mail from a resident who is interested in high speed internet services. Selectmen instructed Administrative Assistant to e-mail the resident with the information the central office received from Verizon.
With no further business, Selectman Brooks adjourned the meeting at 7:30 pm. The next scheduled Selectmen’s Meeting will be Thursday, February 24, 2005 at 5:45 pm
